Or maybe it is because the director of both FFXII:RW and FFXIII is the same person, and he wants to spread his summon's concept into multiple different FF games. And that's not the only similarity between the two games so far, both also seem to focus on "sky worlds" (Pruvama, or whatever it is spelled, and Cocoon) and that's not even the firs time he does that (Bahamut Lagoon, his first game, also took place in a "sky world" very similar to the one seen for FFXII:RW's so far.) And after seeing the old-school airship's system flying through the world-sky map in a FFXII:RW trailer (instead of sea, there was clouds), I really hope he does the same with FFXIII. It looks much cooler and is more unique than flying in a "normal" world map.
I think RW will be a good representation of what we can expect for FFXIII - it will show to us what Toriyama is capable of.
